Zhejiang promotes three-dimensional and hierarchical establishment of rights to use marine resources

To develop the marine economy, Zhejiang has made a new move. A few days ago, Zhejiang Provincial Department of Natural Resources issued the Notification on Promoting the Three-dimensional and Hierarchical Establishment of Rights to Use Marine Resources, proposing to promote the stratified use of sea areas according to the delegated rights.

“This means that within a certain period of use, stratified rights to use sea areas can be established for different ways of using the sea in the same sea area, and the sea space will enter the ‘three-dimensional’ era,” said Ruan Biao, Deputy Director of Zhejiang Provincial Department of Natural Resources.

It is learned that more and more offshore wind power and submarine tunnels need to pass through functional areas, such as offshore aquaculture areas or waterways. The demand for three-dimensional use of sea for different projects has become increasingly prominent, and the three-dimensional development of sea areas has become a realistic need.

According to the Notification, sea space is divided into water surface, water body, seabed, and subsoil, which can fully meet the needs of differentiated use of sea and strengthen the economical and intensive use of sea resources. For example, for the same plane of sea areas, the space of the water surface and water body can be used for bridge construction and fish farming respectively, while the seabed and subsoil space below can continue to develop and construct submarine tunnels and other projects.

Ruan Biao pointed out that under the background of “carbon peaking and carbon neutrality”, the exploration and implementation of the three-dimensional and hierarchical establishment of rights to use sea areas will also promote the implementation of the “scenery multiplication project” to help implement the “double carbon” goal.

“This is good for our photovoltaic industry.” The relevant person in charge from Sanmen Huihe New Energy Co., Ltd. was encouraged to learn of the introduction of this policy. He told reporters that the Sanmen 200 MW photovoltaic project planned by the company involves a nuclear power temperature drainage area. Since the rights have been confirmed before, the secondary utilization cannot be carried out according to the previous policy. Now that there is policy support, the company can propose the approval of the three-dimensional and hierarchical authorization of the use of sea areas, which can greatly speed up the construction of photovoltaic projects. It is learned that the Notification will be officially implemented on May 10.
