Long tapped the finish pad in 5.11 seconds, leading the Spaniard 0.38 seconds to secure his first gold in the World Cup series.
"I want to thank all the people who have supported me in becoming the champion. This is the result of my hard work and training," said Long.
The bronze medal went to Indonesia's Aspar Aspar, who won the small final in 5.53 seconds.
The next speed event in the World Cup series will come to Edinburgh, Scotland, holding from September 9 to September 11.
